I wouldn't say that. My uncle who worked for the local government in LA almost got laid off during budget cuts that were caused by Bush. A lot of his co-workers who were brand new got laid off immediately. There was also the 2018 government shutdown under Trump and people didn't get paid during the shutdown but eventually got it back when they passed a new budget.
