I think that what Jake is saying here is that share values have two parts, there is the real value as represented by company assets, sales growth and dividends paid and a speculative part that is due to investors chasing short-term gains. At the 200 week moving average the speculative component has largely been washed out and what remains is the true value of the shares. Of course further losses are possible but these should be comparatively minor.

@JakeBroe Agreed, if you buy at the 200 week moving average and can then hold even if there are further drops then the medium-long term outlook should be positive.
