  1. This isn't a good explanation IMO but decent solutions. In my city a lot of the problem is urban sprawl. There are coivd and other challenges that is making the downtown a ghost town but normally the issue is a lot of the workers are going to the same place. Cities need to try and develop mutiple office hubs(downtowns) among some of the other mentioned solutions
