Sanitation workers wouldn't have to come if they kept the area they are using a bit cleaner. Harvey seems to know this. Handouts aren't the way to go with this. Providing them some housing to get the process started is decent but then hold them accountable. If this isn't done the housing is going to look like the street does now. California needs to more the way of a few more states and have anyone receiving help has to volunteer/work an agreed amount of time.

@ignoreme8841 There is probably many that are just lazy. I know they started the process in Maine, requiring all able bodied people, except single mothers, to work. The number of recipients dropped through people finding jobs or just refusing to be in the program.The one article I just checked again are touting ~30 million in savings.
