  1. "It's somebody's home that is being taken away from them".. Yeah the owner when non paying renters won't leave. It should be criminal but clear procedure should be created. Maintaining the properties is another issue. Tenants should be allowed to break the lease before the start of every month. So the most time a tenant would spend in a home that is not properly maintained is 30 days.
