  1. As another poster said "composting food scraps, non-glossy paper, and cardboard would cut their trash by about 40%." NO government intervention needed.Citizens just need to do it. For the other 60% some entrepreneurship is needed. I'm sure someone can pull some of the plastics and metals, repurpose and sell. There is this idea that government should be responsible to force change upon people and raise taxes while they do it. It doesnt have to be that wayl.
