  2. "Rules-based" consensus achieves legitimacy by getting everyone to agree, or at least pretending you have by silencing your opposition. In situations where you're simply never going to get everyone to agree -- like the Middle East, or Ukraine -- you have to have a powerful figure recognize someone as the loser (like the rump Ukrainians or the Palestinians) and move on from there.
