  4. The point where we stop having an epidemic, is the point where the R-value of Covid drops below 1. (i.e., the average Covid carrier transmits the virus to one person or less.) Happily, this means that between people who have developed immunity to Covid and the people who really want the vaccine, we may be able to get out of epidemic status without forcing anyone who doesn't want to, to take it.
