It's a bad sign, when the US can't seem to scrape up the funds to a) burn down the risk of a hostile country getting nukes, and b) keep America's capital city looking as good as Russia's capital city. I think there are probably policy solutions (appropriations, culture change within defense contractors) that could help solve the first problem, and some culture legal / culture changes that could help solve the second problem. But we're not pulling those together fast enough to keep our debt from exploding. America has gotten sclerotic, and shutting young healthy people helplessly in their homes for years over a sniffle, didn't help.
