Unlike government, where you have to keep pumping new money in every year. Now, there are some places where returns aren't as easily captured (basic science) and places where public goods to reduce transaction costs are useful (public highways), and there are even investments have definable goals and can lead to commercial advances, but aren't profitable short-term (military spending). So the two can complement one another. But for most things, the freer the market, the more it can reinforce success and limit failure.
