Insofar as Terry Pratchett can be seen as the voice of the Establishment (and all the moreso as his mental health declined and with it the probability he was the one doing the writing), we can see that the Establishment really does believe that in "Ankh-Morpork", as long as everyone is trying to make a dollar everyone will get along.
