This is apparently the current paradigm of elites around the world from Brussels to Beijing, which sorts the nations of the world into "Core", "Semi-Periphery", and "Periphery" countries. Only certain types of productive enterprises are allowed in each sort of country. You don't have design engineering in Periphery countries, and you don't have low-skilled factories in "Core" countries. Seriously, look into it. If this really is the way economic leaders think the world is (and ought to be), a lack of imagination on their part explains why the working class in advanced countries are getting worked over.
