  5. "Who's in favor of traffic congestion? Just put in tolls, and congestion goes away" All you're doing with toll roads is making sure only rich people can drive. Look at the toll roads in Southern California, which are alongside publicly funded lanes. People still want to get there, so the publicly funded lanes are severely congested, while the toll lanes are relatively clear.
