We've got an enormous amount of deferred maintenance on our existing hardware, that will keep the contracts flowing steadily. To effectively oppose China's rise, we need to increase the Navy's fleet size significantly (as well as develop next-generation capabilities; our hulls and designs tend to be multiple decades old at this point). Simply investing in our shipbuilding capacity is a daunting undertaking, and will probably involve bringing in Japanese expertise. They will likely be very happy to cooperate. Maintaining our edge in air / space / cyber can soak up basically all the money we're willing to commit... and we're likely to get more fascinating spin-off technologies there, as we pursue tech that doesn't have an immediate path to commercialization. The decline in private-sector venture capital and increase in interest rates as Boomers continue to retire, makes defense R&D an increasingly important part of keeping up the technological edge of the country as a whole.
