They are fortunately few; on the other hand, their strategy of "concentrate power into choke points, and control those choke points" has given them extremely outsized influence. Subsidiarity is the real solution to this problem. If individual citizens want any power over their own lives, doing everything we can to enforce this subsidiarity (and to eject these sociopaths from all of our systems of influence and power) is urgent and essential.
