  1. Has the UN failed? Depends on your level of expectations. Honestly, if it provided "effective" global governance, it could easily turn tyrannical. To prevent tyranny, some absurdity is tolerable. It's a place where diplomats from all over the world can get together and talk. Having a place like that is better than not having a place like that, so it's been successful enough.

  2.  @cosmos8560  Considering "concrete action on the ground" between nations for most of human history has meant what Russia and Ukraine are doing. That has been more rare since 1945, than in most other periods in human history. Honestly, the problem with human rights issues in recent years has been the amount of creep we've seen in the definition of "human rights". If we take on a smaller, more traditional idea of human rights -- the right not to be enslaved, freedom of speech, freedom of religion, freedom of the press, freedom of assembly, the right to petition your government for redress, the right to bear arms -- we'd probably be able to come to a consensus much more easily. As it is, some very weird Americans have made "human rights" into something that most people in the world simply don't support. This has dramatically reduced the enthusiasm and focus on the issue.
