  1. If advertising to a significant demographic of the population is being throttled, does that not mean that economic activity in that demographic is being measurably reduced? I mean, the whole point of advertising is to increase purchasing (economic activity) among those who view it. Absent that incentive, economic activity is reduced. GARM is effectively participating in a cartel to reduce economic activity (probably interstate commerce) which puts it squarely under the authority of Congress, perhaps even anti-trust law.
