  1. She really can't believe she is where she is. She's in so far over her head, she's in a near-constant state of nervous panic. It doesn't help that the San Francisco Machine has such a hold on her, she's probably terrified to get anything wrong. Just look at Nancy Pelosi; the SF machine isn't even letting her die.
