  1. Werewolves are perfect for exploring the fact that human beings get angry (and even dangerous), and this anger and danger is considered animalistic. You wouldn't expect a werewolf to show up in a proper Brave New World, for instance -- or if you did, the story would specifically explore how that inherent danger was domesticated.

  3. "Most of the time wolves are not dangerous to humans." The rest of the time, they will tear humans apart, especially enjoying the sport of carrying off preschoolers. Yeah, there's a world of difference between "most of the time" and "never".
