  1. The Persian justice system was highly elitist, as was their entire bureaucratic system. Persia is beloved of urbanists who believe that common people should be obedient to their betters -- the "best" people should rule unquestioned by the rabble. The Greeks disagreed. This is why we count our descent from the Greeks, and should be thankful for it.
