Speaking of "in for a ton" - wouldn't it be to the mutual advantage of America AND Japan, to get around the Jones Act (Make Boats In America)? We could allow the Japanese companies, some of the finest boat builders in the world, the same kind of opportunities their car manufacturers have of skirting tariff laws, by shifting around how much of each boat had to be made here, to comply with Jones provisions. A quick-and-dirty scan of the numbers on Google (feel free to expand on / correct this) brought up the Illinois DoT freight plan, which indicates river transport is unfortunately underused, if Zeihan's belief in its superiority is to be believed. Trucking accounts for 664 million tons at over $1T valuation; rail accounts for 350 million tons at $370B; river transport accounts for only 108 million tons at $32 billion. Would an industrial deal with Japan, to increase the effectiveness of our actual shipping hulls, change this in any meaningful way?

Worse for Japan, per capita GDP growth has not increased, and in fact peaked in 2012 not far from the 1995 peak at the end of its postwar boom.
