  2. Isn't the strategy of Moscow paying / supplying one ethnic group to police borders against others, basically what the Cossacks are all about? They developed a cool factor that got ethnic Russians interested in the lifestyle (see: The Cossacks by Leo Tolstoy), especially in the Caucasus, but the whole Russian imperial project was balancing one ethnic group against another, even in places where ethnic Russians were a minority.
