  2. I still haven't seen an explanation as to why the Russians have to let their pipes back up and freeze. It's oil. You can get rid of it by setting it on fire. If you have a choice between leaving the tap on just enough to keep it from freezing, and letting all of your CapEx get wrecked, they're probably going to choose to take the gradual loss. Or, if they're really creative, they'll tell some of their brighter engineers, "Imagine you have an unlimited supply of (crude / gas / etc) in the following locations along these pipeline routes. What could you do with it?" watch them have fun with the exercise, and publish video of it for all the freezing Germans this winter.
