  2. China is now (once again) a Mandarinate. This is the antithesis of the liberty-minded democracy that Francis Fukuyama celebrated as the End of History. We are now in a new Cold War, to see if liberty will survive. Unfortunately, governments throughout the world are attempting to become Mandarinates, against the sovereignty of their own people.
