"If an immigrant came from a third world country with little documentation, how would you even vet them? What kind of resources would that require?" For the answer to that question, ask someone involved with carrying out Executive Order 13769, titled "Protecting the Nation from Foreign Terrorist Entry into the United States". Setting up an agency to take care of this sort of vetting, was the point of this order. It was smeared as "The Muslim Ban". It's really creepy, how long the media has been complicit in weakening American defenses against infiltration. Maybe some key editors were threatened with being Kashoggi'd if they didn't play ball.
