"What are three things that can be done to bring back trust in elections?"
"- Funding for local officials to run elections" (Hey, great idea! Handing extra money to people who are suspected of dishonesty! What could go wrong?)
"- Funding for elite academics to research how to persuade people to trust elections" (Heck, I'll do it for free -- transparency, and more below...)
Aaaaaand, that's just two things -- so let me provide some more:
- Transparency,
- integrity measures (like voter ID),
- ending practices prone to abuse (absentee ballots, early voting, late vote counts, unattended dropboxes, unaudited voter rolls, ballot harvesting),
- audits / hearings when there are questions,
- resisting the urge to censor valid concerns,
- actual prosecution of cases of fraud
That'll do for a start.

"There's almost nothing we can do to counter the large megaphones that political elites have"
Nonsense. You can hold public hearings, under oath, to address each of the election issues people have brought up -- voters registered at addresses that do not exist, dropbox stuffing, late-night ballot dumps with 99.2% of the votes to one party, etc.
You say that there are ALWAYS cases of fraud? Find them and prosecute them publicly.
If you stop saying "shut up, election denier" and stop pressuring social media to censor valid concerns, that's something you can do to enhance trust, too.
Don't censor concerns. Patiently and transparently address them, providing evidence, even the ones you think are outlandish. Restoring faith in our elections is WORTH IT, although your inaction gives the impression you don't think so.
