  2. "Elbows Up" - Indeed. I think these 'sales' were all just a transfer from 'floor-plan' to 'owned by the dealership'. An accounting trick (sleazy but legal) to take advantage of the rebate program and make it look like there were huge sales. The 'artificial sale' was not the intent. Taking the tax rebate - that was the goal!
