I'll make this as bloody simple as i can, m855 is NOT armor piercing, if it was it would have a black tip and is the regulation for the US armer forces ANY AND ALL rifle rounds will go straight through the soft body armour most commonly worn by law enforcement officers. Such body armour is level 2a to 3a, meaning it can, most of the time, stop a pistol round, it is simply not built built to stop bullets such as the m855 because is it not an issue, most criminals use small handguns, not MSRs
