Do guns kill people deader or do you just not care about them and would rather cherry pick data to support your position?   13. Because that is stupid as hell 1. Rubber bullets are less lethal not non-lethal they can will and do kill people 2. How do you keep track of what bullets you have in the gun? 3. Switching between the two as fast as would be needed would be almost impossible 4. Rubber ammunition is notoriously unreliable in anything aside from certain shot guns 5. Most already have tasers
