  1. Smart Chinese. Too much of high value electronic industry is concentrated in south east China. They just want spread electronic industry around the country evenly. Don't try to analyze China business decision by using Western capitalistic model. China use State Capitalism as its business model. Ever since Deng Xiao Peng implement State Capitalism in 1978, China had risen to be the world second largest economy in a very short time. China is communist in name only. 🦋
