  12. @David Spencer, here's the basics. Wuhan Lab was designed with the help from Pasteur Institute of France. The Wuhan Lab scientists were trained by American scientists on most techniques except Gain-of-Function modifications. Gain-of-Function modification modifications was plan to be taught by American scientists., but then President Trump cancelled the fundings for the training. So the Wuhan Lab scientists were unable to perform Gain-of-Function modification experiments.
