  1. Submerged land is completely different for example several hurricanes flooded a bunch of Louisiana farm land and it was never pumped out or drained this is submerged land it still has a deed

  2. I understand and the state has zero right to do that they was given authorization to protect the rights of the citizens this needs to be taken to the federal level they will never get anywhere dealing with the state
