With regards to cultural pressure what Estonia and Latvia should do is create or enhance (if it already exists) a Russoesotnian and Russolatvian identity separate from the Russian of the Russian federation. Essentially getting the Russians in Estonia and Latvia to feel like they are not Russians but Russian speaking Estonians and Latvians.
