Yes, It should absolutely be free... However, with very strict rules and regulations!!
One, no non-essential classes!
(Ex: The history of rock and roll) yeah they had that at my uni. You want those, you pay for them yourself, the taxpayer shouldn't be on the hook for those kind of add-on classes. (Unless it's part of your degree)
Two, strict grade requirements.
(You send a semester partying and flunk your classes, then the bills on you)
And three,
If you do flunk out with bad grades. Then you should have to pay back the tax payer!!
I may be a far leftie, but, as you can see, I deeply believe in personal responsibility :)
