  1. The fuel efficiency of the new engines makes a bigger impact on the cost of fuel than one might think. A gallon of fuel costs x amount of money but a gallon of fuel delivered in flight costs y amount - and y is a much bigger price than x. If a flight can be made with one mid-air refueling instead of two the Air Force saves on flight hours for the tankers and may even be able to reduce the size of the tanker fleet and number of maintenance personnel. The latter means less personnel costs; wages and pension, etc.
