  3.  @SNAFU..  Its a definite no. The BBC is a public funded broadcaster that is only bound by he same rules as commercial broadcasters in Britain.

The BBC was castigated for its stance during the Falklands war for being anti- government, for being for being anti- government in the 1991 and 2003 wars in the Middle East. It even got on the wrong side of the Royal Family as the Queen's Christmas broadcast was taken away from it. So much for the BBC being a state broadcaster. In Britain, the Daily Mail, Nadine Dorres, the rag bag of deluded Brexiteers, all hate the BBC. Abroad, its Putin's government, Rupert Murdoch, Trump supporters, NRA supporters, and so on hating the BBC. Are you in there somewhere?.. From Anne Frank to Mikhail Gorbachev, and so on and so on...they have all trusted the BBC. And with good reason. Or perhaps you are one of those holocaust denial nutters who think that Anne Frank diary is a forgery?..
