  5. Create a new law. Anyone who makes a threat and is found guilty, will serve the same amount of time as if they carried out their threat. You threaten to kill someone, you go away for life.   10. The US is so trigger happy with lawsuits, it's honestly ridiculous. There should be rules in regards to lawsuits. If you file one and lose, you should be forced to pay what you were seeking. If you file and lose three lawsuits, you no longer should be allowed to file a lawsuit.
