It makes harder. If a missile flies flat at moderate height it can be intercepted by Air defenses positioned in all its path. A ballistic approach result in the missile only goign low very close to the target. That means only an air defense exactly at its target can intercept it. That means that statistically they have many more chances to intercept a cruise missile than a ballistic missile like a Khinzal.

This guy is probably a fake representative. A lower ranking dude with orders of pretending to be a higher position and give fake reports. No one that knows anything about these systems would believe they had perfect score against a tactical ballistic missile but coudl not hit a KH-22. In fact clearly the guy swapped everything. THe KH-22 and its whole family of missiels are cruise missiles, they do NOT fly ballsitic trajectories. THat is exactly what the Kh-47 does.

Not impossible ( CIWS systems at the point of impact can do it) but the defense system must be in the perfect position at the perfect time... so very unlikely .

@MartinMartinX In this scenario yes, but if you fire at a war ship fleet you will have a dozen CIWS at the very target. THsoe scenarios are not so simple even for this missile.

@wallingnaga6563 No, if it is commign to the same ship the CIWS is in it is good for that. Simple geometry. All modern CIWS are made with modern hypersonic ASM in mind at least for defense of the very ship it is installed
