  1. Context is irrelevant in one topic, artillery (rockets includes) strikes against civilians are Crimes of war for ALL countries in world. It is always illegal. Artillery against civilians is NOT considered arms resistance under international treaties.! There are wrongdoings on both sides, but one evil does not justify the other.
