I get it, some people are genuinely disturbed and some people are just flat out degenerates but the person, or persons, who came up with this scheme and took the time to create that form would most likely pass a basic sanity test. What does that say about the state of that city? Programs like this always say more about the person who creates them than the people they are aimed at. In this case it indicates a total lack of morality. Was this a ballot initiative or did two guys in leotards come up with it on their own in some back room? There cannot be any sane reasonable people left in that modern day Sodam. Trans people are disproportionately affected by poverty eh? Well the people who came up with this idea won't be disproportionately represented come Judgement Day.
