  1. There has always been two tiers within the FBI, street agents and management. Management operates under a different set of rules. Read the book 1,000 Years for Revenge by Peter Lance to get a better idea of the gap between the two. Truth be told, if someone had tried to establish a national police force in 1789 the founding fathers would have had the person pitching the idea tarred and feathered.
