  1. You ask why Tucker? A blind man can see it. obama wanted to sew the seeds of chaos. He wanted to do that because he knew eventually the feds would have to step in and take control. He threatened local police departments using that tactic and forced them into adopting policies that would allow the feds to take control out of necessity.
