I heard a story about a town that was supposed to produce tractors but fell short of the quota by 30%. Stalin's logic, while confounding, was quite simple. The plan can't be wrong so the problem lay with the people. His solution? Send 30% of the population to the gulags, replace them with better people, and shoot the plant manager. The numbers became remarkably consistent and quite good after that. Or maybe they'll just use the plan a U.S. diplomat recommended to LBJ in 1965 WRT Vietnam. Declare victory, then quit. That seems like the more likely solution here.
