LeMay could have started a nuclear war if he wanted to? That notion has more holes in it than a slice of swiss cheese. The protocol wasn't as loosey-goosey as this guy makes it out to be. Ike also knew the weapon gaps democrats like Kennedy were harping about were DNC talking points. Between the U2 and the Verona images Eisenhower had a solid handle on Soviet strengths and weaknesses. Ike leaned on the nuclear Triad because it was cheaper than maintaining large conventional forces. He wasn't going to start a nuclear war, neither was Khrushchev, making the title of this one click-bait. Were there plans in 57? Sure there were. There's always a plan. Plans are drawn up and revised every year. There are departments devoted to doing nothing but making plans. As Bruce Willis put it: "A roomful of guys just thinking sh*t up." That is the nature of warfare. It doesn't mean the country is close to executing those plans. The closest we actually came to a hot war with the Soviets was 1973, during the Yom Kippur War. Nixon was on a bender as Watergate closed in around him and unlike the Six-Day War, this time the Soviets were heavily involved in the conflict, promising to release the hounds if the U.S. put their finger too tightly on the scale. I'm pretty far from being a Kissinger fanboy but he earned his pay during that crisis.
