  1. I believe those 40B were approved for some period of time, paying out on a monthly basis for achieving the "NATO milestones" If they would have transfered 40B at once, UKR wouldnt be motivated to achieve some of the "milestones" (one of them might be to not give up no matter what)

  2. Ukraine is no longer Ukrainian, they are sold out. So this is their personal investment. Those arms will end in Poland and many othet countries and will be used for further EU chaoa
