@nuqwestr i can't recall exact specifics but they couldnt use that water due to topology and much of the higher parts of palisades being above it - hence it had to be pumped up somewhere else to create pressure for those higher areas and the pumps couldn't keep up to the demand. That then caused the lack of pressure when the higher storage tanks ran dry, then to make matters worse, without water to save the power feed for the pumps stopped entirely. I listened to a lengthy press conference about it where some city official guy went through it step by step, i'm sure you can find it...
