@Jayg2420 emphasis on "assistance" which will likely come in the form of a tax credit or "student loan" type scheme. Her plan doesn't involve actually giving people anything, it's merely about taking less - mostly in the form of tax. Put simply, the ppl who benefit most will be high wage earners who pay a lot of tax.
