The chokehold is designed to kill the enemy in hand-to-hand combat when you don't have a weapon available. The sleep it is meant to in induce is called a "dirt nap." Even if you are attempting to use a chokehold in a less-than-lethal manner you apply it for mere seconds and certainly not minutes. There is a reason that it is banned in many police departments.

His history has nothing to do with the incident at hand, and neither does the history of the killer. What is the only question that should be relevant is rather or not at the time of the killing was the killer reasonably justified in using deadly force? Everything else is just politics. Do you believe that people should be killed because they make other people feel uncomfortable? If the dead man was threatening people with physical harm, what exactly were these threats, and who were they specifically made against?

If someone threatens you and then moves towards you or reaches into their clothing, that is a real threat and not just your fear fueled imagination. Insults will not make your position more valid.
