The only deterrence value of nukes is that if use any of them they will be used against you, that is why MAD has kept them from being used for all these years. There are no tactical, no limited use of nuclear weapons. It is all or nothing, otherwise you are guaranteeing that they will eventually be used.

  44. There is no difference between a tactical nuke and a strategic nuke other than how they are meant to be used. Tactical just means that it is designed to be used on the battlefield against troops and their equipment and not on cities and their populations but when they blow up they can be more powerful than the bombs dropped on Japan. In WWII. Putin will use them as strategic weapons, so a ICBM retaliation would be justified.
