  1. Nah. Fleeing only rewards the tactic. The tactic follows you. It's bad game theory to quit every time they cheat. In the US, people say this all the time about states which restrict freedoms, or violate due process in one way or another. It just doesn't work. Whatever works gets repeated. If you do X and your opponents leave, you keep doing X and you do more of X. Then the people who think like you, in the places your opponents went to start doing X too. Defense doesn't win. You have to stand your ground and make it public. Eventually enough people are directly affected that the pendulum swings.

  2. Unfortunately, I am not aware of any actual democracies or republics any more. After Wickard V. Filburn, even the US dropped the pretense of being a representative governement. ~80% of law is written and revised by people who have no connection to the voters at all, who cannot even be hired or fired by elected officials. It simply is not any form of representative government.
